The stories of the smaller cities, in particular, are often eclipsed by the headline-grabbing declines of places like Detroit and Cleveland. But modest-sized legacy cities—from Muncie, Indiana, to, yes, Allentown, Pennsylvania—can also have key advantages over their bigger brethren.
