The SGN is a nationwide effort coordinated by the U.S. Environmental Protection Agency's (EPA) Division of Development, Community and Environment. EPA is supporting the Smart Growth Network (SGN) through cooperative partnerships with organizations such as the International City/County Management Association (ICMA) and the Sustainable Communities Network (SCN).

ICMA serves as the organizational "home" of the SGN and runs its membership program.
